Leslie Winter joined the Consortium in 1993. He assists a range of clients in issues pertaining to strategic planning for community development, including resource allocation and fundraising, real estate development and financing. He is the former Director of the Real Estate Institute at New York University, and former Director of the Office of Real Estate for the New York City Office of Business Development. He is experienced in the analysis and development of legislative and regulatory policies, as well as municipal economic development initiatives. During the 1980s, he co-authored New York City's Industrial Retention and Relocation Program and Energy Cost-Saving Program. Mr. Winter serves as Board Chairman for a local development corporation in Brooklyn.
