Both the full House and Senate passed their USDA appropriations bills on July 11th (339-82) and July 20th (79-13), respectively. Both bills contain similar levels as the two Appropriations Committee bills, and the difference between the House and Senate versions will be sorted out in conference. The White House has indicated that it will veto the bill due to its failure to: (1) include more money for rural housing and development; (2) exclude provisions prohibiting the agency from conducting community food demonstration programs; and (3) provide enough funding for discretionary grants.
